Abu Mus’Ab Al-Suri’s Teachings on Fourth-Generation Warfare, Individual Jihad and Future of Al-Qaeda

On July 1, 2010, Al-Qaeda in the Arabian Peninsula (AQAP) released the first issue of its English-language online magazine To inspire. The magazine, a slickly produced propaganda document, is an attempt to engage the English-speaking world and recruit English-speaking Muslims to join the cause of jihad.

Get inspired the main message for readers is that they too can be a part of al-Qaeda and its mission, but from the comfort of their own homes. Instead of traveling thousands of miles to join a jihad, the reader need only turn on a computer and visit websites to be educated – ie. watch videos and listen to sermons from your favorite leaders, learn how to handle guns, explosives and even plan attacks. For example, the Q&A section in the latest edition To inspire includes an unnamed Muslim living in the West asking for advice on the best way to join the jihad and get to the jihad fronts. The magazine answers him and all readers: “[B]depending on your ability you choose the target [in your home area]. Your set of goals is vast, so be sure to think through all the options available to you. An example of something local, easy and effective is an attack on a military recruitment point, a night club, a highway or a busy shopping center.’

Five issues To inspire are now released. They include several series of articles on various aspects of jihad that are of vital interest to al-Qaeda recruits and potential recruits. One series, The Experience of Jihad by Abu Musab Al-Suri, appeared in four issues of the magazine, and To inspire #5 offers a preview of the next chapter to be released next To inspire No. 6.

Abu Musab al-Suri – General information

53-year-old Abu Musab al-Suri is one of the most famous ideologues and strategists of al-Qaeda. Born Mustafa bin ‘Abd Al-Kader Setmariam Nassar, he has several aliases, among them ‘Umar ‘Abd Al-Hakim. As a member of the Syrian branch of the Muslim Brotherhood, he was expelled from Syria in 1982 following a clash between the Syrian Muslim Brotherhood and President Hafez Al-Assad.

His background in the jihadi ranks includes close ties to Abdullah Azzam, Osama bin Laden, Mullah Omar and Abu Musab al-Zarqawi, to name a few. At various times he has been associated with or officially a member of the Muslim Brotherhood, the GIA (Armed Islamic Group of Algeria), the Taliban, and al-Qaeda.

Al-Suri is also known as a pioneer in jihadist media. In 1997, he was the founder of a media company called the Islamic Conflict Studies Bureau. Al-Suri and the Islamic Bureau of Conflict Studies are believed to be responsible for the delivery of al-Qaeda videos to foreign media. He is also known for arranging several interviews for Osama bin Laden with the Western media while he was living in Britain. He was an editor Al-Ansar magazine that promoted the insurgency in Algeria and was linked to the Armed Islamic Group of Algeria and, according to his wife, Helena Moreno, “worked for the Taliban Ministry of Information as a consultant.”

The US National Counterterrorism Center’s 2011 calendar lists al-Suri as “an al-Qaeda propagandist and trainer indicted in Spain for his involvement in the 2004 Madrid train bombings, and [who] was arrested in Pakistan.”

Al-Suri is a role model for al-Qaeda supporters in the West

Al-Suri can be seen as a model for jihadists in the West for many reasons. First, as a light-skinned, blue-eyed redhead, he easily blends into European or American environments (in fact, one of his nicknames is El Rubio, which means “blonde” in Spanish). He holds Spanish citizenship and his wife, Helena Moreno, is a Spanish convert to Islam. Al-Suri has lived in several Western countries and understands Western culture. He was related to Da’wa – Islamic appeal to non-Muslims in an attempt to convert them – and his wife described him as someone “who wanted to build bridges and open a dialogue with non-Muslims”.

Al-Sura’s Blueprint for the Next Generation of Al-Qaeda

Between 2001, when the US awarded him, and his capture in 2005, al-Suri wrote extensively, including thousands of pages detailing his post-9/11 philosophy. In 2004, he published a 1,600-page “Call for Global Islamic Resistance” online, which laid the groundwork for the current generation of al-Qaeda followers in the West, who would be willing to engage in jihadist activities without leaving their own countries. and are practically not in contact with the organization. His book provides the steps to start jihad without having to attend a boot camp; indeed, he was one of the first to realize the Internet’s potential to replace boot camp. The Global Islamic Call to Resistance (which was reprinted in Inspire magazine and can be found later in this report) outlines strategies for future jihadists with a focus on disorganized cells and leaderless jihad. Portions of his lectures have also appeared online and have been distributed by jihadists on DVD over the past few years.

The Impact of Al-Sura’s Strategic Theory on the Future of Al-Qaeda

The killing of Osama bin Laden on May 2, 2011, provided another opportunity for Al-Sura’s philosophy to gain ground within the ranks of Al-Qaeda. A June 3, 2011 release of a video by Al-Qaeda’s official media wing, Al-Sahab, titled “Don’t Rely on Others, Take [the Task] On Himself,” provides further evidence that the Al-Sura doctrine will be part of al-Qaeda’s future plans. al-jihad al-fardi (“individual jihad”), namely jihad operations carried out by an individual or a small group, which was one of the basic principles of As-Sura.
