History of Amendments to the Rules of Soccer – Introduction
It must be emphasized that the primary motive for all official changes to the rules of football is to improve the spirit of the game and to improve the game in every way. Basically, we will see the main changes in the 19th century and the 20th century. As you can understand after going through this article, the game has undergone significant changes in its rules over a period of time and this will be an ongoing process. As times change and new exploits are noted, the official rules of the game will continue to change to either fix or improve the game.
Early rule changes
We must not forget that football existed hundreds of years ago and people played football with different rules during the early days of football.
There were no proper common rules before 1863 to govern the game and changes to the rules of football were frequent during those early periods. One of two early such rules that gained popularity are the Cambridge rules, first drawn up at Cambridge University in 1848, and the Sheffield Football Club rules, formed by former public school pupils in 1857.
During the early 1860s, there were growing efforts in England to unify and harmonize the various games of football played in public schools as well as in the industrial north under the Sheffield Rules.
19th century changes
The first uniform rules and regulations of football were formed in 1863. The Cambridge Rules were taken as a basis and rewritten to arrive at the first official laws of the game. In 1866, the offside law was changed to allow players to be in provided there were three players between the ball and the goal.
The year 1891 is a very important year for the rules of football in particular and the game in general. A game-changing rule called the “penalty kick” was introduced into the game for the first time. A free kick is awarded against a team that commits an offense inside the 18-yard box, also called a penalty kick. This changed the game drastically and gave a huge advantage to the team awarded the free kick.
Changes of the 20th century
The year 1925 witnessed another major change in the football offside rule. The offside law which was devised in 1866 originally allowed players to be in provided there were three players between the ball and the goal. The amendment in 1925 changed the number from three to two players.
Substitutes are allowed for the first time in 1958. But this is limited to an injured goalkeeper and another injured player.
The card system was introduced in 1970. The red and yellow card system was introduced for the 1970 FIFA World Cup finals as a means of cautioning or penalizing a player. Referees indicate that a player has committed a foul and a red card represents a more serious offense than a yellow card.
In 1990, the offside law changed once again and this time in favor of the striker. Under this change in the law, the attacker is now said to be out if he/she is level with the penultimate defender.
Other changes include Goalkeepers being banned from giving passes in 1992. The technical field was introduced into the Laws of the Game in 1994, with the Fourth Official following the following year. Originally called “Linesmen” they were named “Assistant Referees” in 1996. In 1997 the laws were revised once again to improve the game.
